Roadmap
Clothing
Most wearable items that are classed as clothing (such as hats and eyewear) cannot be repaired by merchants that offer repair services. This requires the player character to either use compatible clothing in the item's class or select the Jury Rigging perk to repair clothing items.

Notes
- Faction Armor can be used as a disguise to fool hostile factions into not attacking. This can also work the opposite way, causing faction members to attack.
- Certain companions will automatically reject certain faction armor. Any faction-related armor cannot be held by them, as they will reject it every time and will be dropped in front of the player character if they try to place it in their inventory. Rex and ED-E cannot equip armor.
- The only companions who are capable of wearing faction armor are either Craig Boone for NCR faction apparel, or Veronica for Brotherhood of Steel faction apparel.
- All humanoid companions are capable of wearing non-faction power armor.
Behind the Scenes
The basic thinking is that we had a lot of outfits in the game, many of which were uniforms or uniform-like, and since almost everyone in the major factions is human, the Courier should have a chance to sneak around in those outfits.
Dogs can see through disguises, and certain other units were intended to as well (e.g. Legion Explorers). Because of the lack of programming support, I think we stuck with dogs as the sole “sniffers” because the player could easily identify dogs in any faction, as opposed to figuring out which special units in a faction could see through disguises via trial and error.
Honestly, if we had code support now, the only things I would change would be to use a system more like the new Hitman games. When you put on a disguise, “sniffer” characters would get a small, unobtrusive UI element to indicate their ability to see through the disguise. If they are facing you and get within a certain range, that UI element would change over time (indicating growing suspicion) until it flipped over to an investigative/confrontational or hostile AI state.
That, combined with distraction items (like Spark Crackers in Deadfire) could allow for better non-violent navigation of areas without actually being in SNEAK mode.”— J.E. Sawyer, responding to a question on if the faction disguise system was to be more fleshed out.Bugs
Most power armor or other large clothing items will glitch through chairs or benches when sitting down. Shoulder pieces of the armor may also be displaced. It is also common for rifle-style weapons to sink through the back of some armors, such as the NCR Ranger Combat Armor.
