The Responders are two volunteer-based disaster relief organizations that have operated in Appalachia. The original was formed shortly after the Great War by local first responder units, while the second was formed in 2104 to assist needy Appalachians in surviving.
Background
The original Responders were formed in the wake of the Great War by emergency personnel with the intent of helping their fellow citizens survive.[1] The group established it's headquarters in Charleston and worked with the Charleston Emergency Government to restore order.[2]
The original organization came into conflict with those infected by the Scorched Plague, and like most of the residents of Appalachia, were wiped out. The Responders fell when their final outpost, Morgantown Airport, was overrun by the Scorched on November 7, 2096. [3]
In 2104, the Responders would be resurrected when a group led by Rucker took on the title and began working out of the The Whitespring Resort to provide aid to the people of Appalachia.[4] The new group has transformed the resort into a free clinic, refugee camp, and soup kitchen, and has begun caring for refugees from as far as The Pitt.[5][6]

Rucker:"Well, it took a minute--and a miracle--but yeah. When I first got back to Appalachia the Responders were all but wiped out. Couple of folks wandering around wearing the uniform, but not a one doing any organizing or, hell, making any real work out of it. I started reading everything I could find and listening to anything anyone could tell me about the group before they all passed. I realized that while the Responders themselves didn't make it, the idea could be brought back--and this time, for good."

Sophie Wagoner: "Well, right now it's getting this place organized so we can start taking in donations from folks like you.
