Against All TyrantsInscription on the Ranger Sequoia

The New California Republic Rangers are a part of the New California Republic. They are a volunteer contingent described as "renowned for their expert reconnaissance capabilities."[1] Their primary purpose is dealing with threats regular forces cannot handle, as well as keeping the borders of the NCR secure, scouting out threats and other special assignments.[2]

Background

Under the leadership of the First Ranger, Seth, the group was charged with abolishing slavery.[3][4] Since their founding, their numbers have grown, assisting the NCR army in covering ground and handling threats on both sides of the Colorado River.[5][6][7]

Training for the Rangers is difficult, and 8 out of 10 potential rangers do not succeed.[8] They are considered reliable and the officers of the NCR Army depend on them for assistance with challenging initiatives.[9] The Rangers are an all-volunteer force that recruit members.[10] The Rangers draw from the NCR army, inviting those who show exceptional skill at fighting and scouting to the training.[11] Ranger ranks include humans, ghouls, and super mutants. Veterans who served 20 years are given a Ranger Sequoia that features inscriptions reading "For Honorable Service," "20 years," and "Against All Tyrants."[12] NCR troopers believe they "chew nails and spit napalm" and members of Caesar's Legion call them "the best the profligates have to offer."

Rangers wear reinforced combat armor with badges on the chest and use fully automatic combat shotguns, flamers and miniguns.[13] In the Mojave, Rangers wear black combat armor consisting of a trench coat worn with pre-War riot armor and ranger patrol armor, hand-manufactured in the NCR.[14] Ranger combat helmets are also old pre-War military gear that has built in low-light optics.[15]

Ranger Unification

The Ranger Unification Treaty was an agreement signed between the New California Republic and the Desert Rangers of Nevada in 2271 at the Mojave Outpost.[16] Under the treaty, the Desert Rangers were absorbed into the New California Republic Rangers. In return, the New California Republic would protect the Hoover Dam, New Vegas, and southern portions of Nevada against the forces of the Caesar's Legion.[16][17] A monument was erected at the Mojave Outpost to commemorate the signing of the treaty.[18]

Hoover Dam

In 2277, the Rangers were part of the force against Caesar's Legion at Hoover Dam. Under the command of Chief Hanlon, the Rangers laid a trap for the Legion in Boulder City, securing victory for the Republic.[19] The Rangers were credited with the victory, causing conflict with the NCR army commander, General Lee Oliver.[20] The Boulder City Memorial commemorates the service members including Rangers who lost their lives during the battle.

The New California Republic Senate controls the funding for Ranger initiatives, and they are commanded by President Kimball.[21] Administration has sent veterans to Baja, stretching the support in the Mojave thin, and Chief Hanlon describes the future of the Rangers as "looking east."[22] Hanlon also expresses concern about the upcoming Second Battle of Hoover Dam, expressing continued conflict with General Oliver regarding troop deployments and strategy.[20]

After the death of Chief Hanlon, the power of NCR's Rangers was broken for years. Their organization, so reliant on the wisdom and guidance of its elder members, became a shadow of what it once was to people across the wasteland.

Defying Chief Hanlon's worst fears, NCR's rangers persevered and distinguished themselves during the Second Battle of Hoover Dam. The rangers, along with NCR's many troopers, shared the glory of victory. Hanlon wisely stayed out of the spotlight, crediting General Lee Oliver's leadership for NCR's success. After a brief fanfare, Hanlon stepped down as chief and returned to the peace and quiet of his ranch outside of Redding.

During the attack on Hoover Dam, Chief Hanlon and his rangers threw themselves into the path of the Legion assault, dying to the last man and woman. In the aftermath that followed in the NCR, bitter citizens and opportunistic senators were quick to denounce President Kimball and General Oliver. Hanlon and his fallen rangers were revered for their bravery and sacrifice.

Despite distinguishing themselves during the Second Battle of Hoover Dam, the rangers' victory was short-lived due to the Courier's interference. Chief Hanlon personally directed the evacuation of the rangers to Mojave Outpost as they fell back into NCR territory. Bitter over the waste of life in the Mojave, Hanlon stepped down from his post. After a campaign in which he denounced Oliver's and Kimball's hawkish, imperialist ways, Hanlon was elected as the senator of Redding.

Although they performed admirably during NCR's defense of Hoover Dam, the rangers fell into decline soon after. With Hanlon's plot against the occupation exposed and Oliver hailed as NCR's new war hero, many rangers were greeted coldly on their return home. Few openly blamed the rangers for Hanlon's treachery, but public and political support for the organization quickly dwindled.

With Caesar's victory came a small measure of vindication for the rangers' late Chief Hanlon. Upon the military's return, debate raged within NCR's senate about who was to blame for the loss of Hoover Dam. Though some in NCR regarded Hanlon as a traitor, many believed he was the only military commander who saw the futility in defending New Vegas.

Due to the Courier's intervention, Chief Hanlon abandoned his plan to sabotage the defense of Hoover Dam. The rangers assisted the troopers admirably during the Legion's ill-fated attack. 1. Fallout: New Vegas loading screen: "The New California Republic Rangers are volunteer elite special forces renowned as much for their shrewd reconnaissance capabilities as their bravery and combat prowess."
  2. Courier: "I'd like to know more about the Rangers."
Comm Officer Scheffer: "Well, when there's trouble regular NCR troops can't handle, they send in a Ranger. Problem solved. We're also responsible for keeping the borders of the NCR secure, scouting out threats, that sort of thing."
    (Comm Officer Scheffer's dialogue)
  3. Chosen One: "Sounds interesting. Right in what way?"
Elise: "Simple. We believe slavery is wrong and we'll do what we must to fight it. In NCR, we got a lot of friends in high places. Thanks to them we've already banned slavery down south, but now we're hoping to spread the word north."
    (Elise's dialogue)
  4. Vortis: "Work? Well...there might be something. You ever hear of the New California Rangers?"
    Chosen One: "No."
Vortis: "Let me tell you, then. These Rangers have got it in their heads to wipe out slavery and slavers - by force. They've been creating a lot of trouble for hard working folks."
    Chosen One: "And?"
Vortis: "They work in secret, especially up north."
    Chosen One: "And?"
Vortis: "Jeez, I got to spell this out for you? They raid slavers, drive off the stock, and smuggle 'em down south to NCR lands where slavery's illegal. So you interested?"
Chosen One: "So what you want me to do?"
Vortis: "Well then, you should know some folks see them as a potential problem. It would be extremely useful if we had a map of their safe houses through the north - New Reno, Klamath, wherever. I'd be willing to pay, oh say, $500 for something like that. You think you could get that for me?"
Chosen One: "Where am I going to find a map?"
Vortis: "How the hell should I know!? If I knew, I'd have it, wouldn't I? Look, there's supposed to be a cell in town. Find them and see what you can do."
    (Vortis' dialogue)
  5. Courier: "How did you manage to escape Malpais?"
Sterling: "Caesar's boys figured I wasn't going anywhere, after what they done to me. So they didn't bother tying me up. I crawled out of there on my elbows and knees. Must have looked a sight. Then I rolled down an embankment into the Colorado. Guess I had a mind to drown, rather than give Caesar's boys the satisfaction of killing me. But a couple Rangers happened to be watching from across the river. They jumped on in and pulled me out of there. Lucky break, they said."
    (Corporal Sterling/Dialogue)
  6. Courier: "How long have you been in the rangers?"
Hanlon: "Oh, well. I guess it must be coming up on... forty years or so. Back before Elise was chief, anyway. It was a heck of a lot harder then. Weren't as many of us to go around. But I think it was a lot easier to tell the good guys from the bad."
    (Hanlon's dialogue)
  7. Courier: "Okay, what are you supposed to be doing?"
Hanlon: "To protect against all forms of tyranny. As simple as that. Thirty, forty years ago, the wasteland was full of despots. Slavers. Raiders. Tough-talking hoodlums with gangs who liked to kick around towns. Back then the NCR military was still young. Couldn't cover much ground. It took groups like ours to tip the balance back to the good guys."
    (Hanlon's dialogue)
  8. Courier: "Tell me about the Rangers."
Comm Officer Stepinac: "We're part scout, part commando, part sheriff. The training is brutal, and I'd say eight out of ten recruits washes out before the end. Before you get your Ranger badge, you've got to prove you can be quieter than a shadow and more ferocious than a Deathclaw."
    (Comm Officer Stepinac's dialogue)
  9. Courier: "The Fiends?"
Col. James Hsu: "I sent one of my rangers after their leader to try and destabilize them. He didn't return. Hell of a thing, losing a ranger. You come to depend on them. And they come through for you so often, you forget it can happen."
    (Col. James Hsu's dialogue)
  10. Courier: "What about you and the rangers?"
Hanlon: "Rangers are volunteers. Every man and woman who signs up is willing to die for the NCR, myself included. A lot of this is my fault. It's only right that I stand with them."
    (Hanlon's dialogue)
  11. Courier: "How does someone become a Ranger?"
Comm Officer Stepinac: "The Rangers mostly draw from the basic NCR army. A trooper who shows exceptional skill at fighting and scouting can be nominated for the training."
    (Comm Officer Stepinac's dialogue)

  15. Courier: "What do the new rangers mean for NCR?"
Hanlon: "The Baja rangers can do more advance night scouting and sharpshooting to assist the troopers. Ranger combat helmets are old Pre-War gear. They have built-in low-light optics. Makes a big difference."

  16. 16.0 16.1 Message box transcription - Mojave Outpost: "In the year 2271, the Desert Rangers of Nevada and rangers of the New California Republic met at this spot to sign the Ranger Unification Treaty. Under this treaty, the Desert Rangers agreed to be absorbed into the NCR in exchange for NCR's protection of Hoover Dam, New Vegas, and southern Nevada against the forces of Caesar's Legion."
  17. Courier: "Why are the rangers here?"
Hanlon: "There's a lot of answers to that question, but it started with the Ranger Unification Treaty. We weren't always the only show in town. Nevada had its own posse, the Desert Rangers. They fought Caesar even farther east, out in Arizona. Didn't go well for them. Years back, we met with the Desert Rangers at Mojave Outpost and agreed to help them against Caesar if they would join the NCR."
    (Hanlon's dialogue)
  18. Fallout: New Vegas loading screens: "Mojave Outpost is the site where the NCR Rangers and the Desert Rangers of Nevada signed the Ranger Unification Treaty. It also marks the boundary of fully NCR-controlled territory."
  19. Hanlon: "But once they were in, they were stuck there. Oliver's troopers were entrenched and wouldn't give a foot. That's when we ordered the rangers and 1st recon sharpshooters to start picking off veteran legion officers from a high ridge west of the dam. That only lasted about a minute before Graham ordered the back ranks to push through to the front and rush the ridge."
    Courier: [Continue]
Hanlon: "Caused total chaos among the younger legionaries, and Oliver's troopers fell back to the side walkways and stayed out of the veterans' way. By the time the veterans got to the ridge, we were already in Boulder City. They followed us down there, but we were out before they realized what was happening."
    Courier: [Continue]
Hanlon: "We had packed the old city with C4 and dynamite. Crude, but it did the job. Those who didn't die in the blast were in no position to mount a defense. The ones left on the dam didn't know what to do. The troopers routed them. Graham pulled the remaining legionaries back, but the battle was over. He went south, back to the Grand Canyon, back to Caesar. And that was the last we saw or heard from Joshua Graham."
    (Hanlon's dialogue)
  20. 20.0 20.1 Courier: "What will you do if I don't turn you in?"
Hanlon: "Oliver can't stand that rangers got credit for victory at Hoover. Whatever I recommend, he does the opposite. I said I wanted them on the ridge. He put them right on the western part of the dam itself. We don't have enough firepower to hold that spot. If the troopers fall back, and they will, the rangers will advance to cover Oliver's retreat. We lose the dam, Oliver and the senate are ruined."
    (Hanlon's dialogue)
  21. Courier: "How is NCR doing?"
Hanlon: "It's no secret that we've had better campaigns. Holding this whole length of river isn't easy. We're stretched thin and the Long 15 just keeps getting longer. Slow to get supplies. Slower to get reinforcements. NCR's senate has got funds tied up at the Boneyard and President Kimball ordered our most experienced rangers to chase ghosts down in Baja."
    (Hanlon's dialogue)
  22. Hanlon: "Back west, you don't see too many of these. Lakes, I mean. Natural or man-made. Any kind, really. We neglected the dams or pumped all the water out a long time ago. Owens, Isabella, the San Luis. Drained the aquifers of everything they had. Just a lot of mud and dust now. It's a different feeling, watching the sun come up over the water. Takes some getting used to. But if you're here long enough, it starts to seem normal. That's what a ranger's life is now. Looking east."
    (Hanlon's dialogue)

  28. Courier: "Are there a lot of Rangers in the Mojave?"
Comm Officer Stepinac: "Couple dozen, I'd say, most of them posted at stations like this one. We either man the station or patrol the immediate area."
