Doctor Usanagi in the New Vegas Medical Clinic will sell this to the Courier for 4,000 Caps, or for 3,000 caps if the Courier's Perception is below 4. It is designed to improve the eyesight of the person it's installed in by acting as an enhancement to the optic nerve, sharpening the view of the user.
