The Enclave of the East Coast appears in Fallout 3, a remnant of the United States pre-War government.[5][6]

Background

The Enclave forces on the eastern seaboard were focused in locations such as the Adams Air Force Base and Raven Rock.[7][8] Following the fall of the contingent on the west coast, President John Henry Eden took office, as he was next in line of succession.[9] Under his leadership, patrols monitor civilian behavior through a system of checkpoints.[4] President Eden can be heard broadcasting on Enclave Radio throughout the region.

The East Coast contingent supported its own armed forces, known as the Department of the Army.[10] The army utilized militarized robots alongside soldiers, including Mister Gutsy units and Sentry Bots. Specialized units such as Squad Sigma were tasked with protecting specific interests, and artillery strikes were authorized by Enclave High Command.[11]

Several divisions of the Department of the Army's Field Operations Sector engaged in research initiatives, and attempts to make contact with Vault-Tec vaults to negotiate for access to facilities and data stores.[12] The Research and Development division collected samples from nearby craters and conducted experiments on technology such as Rho ID chips.[13][14] The Peacekeeping and Recovery operations involved census records and weapons inventory.[15] Fauna Detail Charlie conducted research on the effects of domestication units on captured wasteland creatures.[16]

Raven Rock

At Raven Rock, the president conducts operations with Colonel Autumn serving as their second in command.[17] Their aims involved securing the Jefferson Memorial and the Project Purity water-purification initiative from the scientists within by force.[18] This project was an effort to build and utilize the mechanism to purify millions of gallons of water at once for those living in the region.[19] The colonel and president disagreed on the best course of action for the Enclave concerning the purifier.[20][21] Colonel Autumn saw it as an opportunity to draw large numbers of people to the Enclave for "fresh water, protection, and a plan for the future."[22] President Eden planned to utilize the project to spread a Modified FEV toxin through the water, killing all mutated individuals and creatures upon ingestion.[23][24]

At the Adams Air Force Base, research was conducted on projects focused on Duraframe Eyebots, Hellfire power armor, and deathclaws.[25][26] The facility included the Mobile Base Crawler, and orbital strike capability via the Bradley-Hercules Satellite Relay Station.[27] The Enclave has engaged in a series of conflicts against other factions, such as the Brotherhood of Steel, members of which referring to Enclave initiatives as "sinister," including dealing in advanced technology and weapons.[28][29] The citizens of the Capital Wasteland developed plans to take advantage of the ongoing conflict.[11][30]

Elder Lyons states that he knows the Enclave is the greatest threat the Capital Wasteland has ever faced, the Brotherhood having encountered them 30 years ago in California.[31] The Brotherhood intended to fight the Enclave while managing the water purification project, accomplishing this by attacking the airforce base, breaching the perimeter, resulting in Enclave High Command providing clearance to utilize artillery strikes.[11][32] The Brotherhood defeated the Enclave at both the airforce base as well as Raven Rock, commenting that the sophistication and quantity of technology recovered is advanced.[33][34][35]

Publications

In the recent past, the Enclave—the remains of the United States government—were evacuated to an oil rig off the coast of California. Little is known about what happened to these forces, although the country has new commander-in-chief: President John Henry Eden. However, recent reports and chatter have pinpointed the resurgence of the Enclave, with their base centered on a secure underground facility known as Raven Rock. Initial contact was made there 35 years ago.

During this time, the new President Eden has been slowly rebuilding his resources, thanks in part to the technology already available at the Raven Rock military base. Vertibirds, weapons, and robots were easy to construct, but human followers were more difficult to find. The answer was to rely on Colonel Autumn, who controls the Enclave soldier forces, as well as creating a propaganda-spewing series of Eyebots sent to roam the Wasteland, spreading hope. Eden could spout his pro-government rhetoric, and promise a return of the pre-war America of legend: a land of white picket fences, baseball, apple pie, and good, old-fashioned American global supremacy.

President Eden’s secretive plan all along has been to rule over an America of the “pure,” free from any mutation. He has learned of a ridiculously ambitious experiment known as Project Purity, and knew the time to strike had come: His Enclave forces would “reclaim” the Jefferson Memorial. By controlling the purified water, Eden would control the Capital Wasteland, and the rest of the country eventually. What better way to administer modified F.E.V.— which kills anyone infected with any form of mutation—than through the water supply?

The other way to claim a lot of Energy Weapons is to take on these well-armored and powerful foes. They are one of the few sources of Plasma Weapons. Unlike the Brotherhood, these well-trained foes attack you on sight, and they are highly accurate and skilled.
