Lyons' Brotherhood of Steel or the Capital Wasteland detachment is a contingent of the Brotherhood of Steel in Washington D.C.[1][2] The group's headquarters is located in the Citadel, led by Elder Owyn Lyons.

Background

Crossing the country from the West Coast, the group traveled to the region in an effort to recover technology from the eastern cities and bases.[3][4]

On the way, the group passed through the ruins of Pittsburgh, a chaotic and violent city. In one night, the group swept through the city and eliminated the threats in the area.[5] The contingent saved unmutated children, bringing them along with them as they moved forward, assimilating them into their ranks.[6] This event was named the Scourge, and resulted in one soldier left behind and presumed dead, Initiate Ashur.[7]

Citadel

The Brotherhood intended on recovering the advanced technology and leaving as intended, arriving in the Capital Wasteland in 2255.[8][9] Elder Lyons realized the extent of a super mutant threat in the meantime and felt it was their responsibility to aid the local communities in the struggle, a decision in which the leadership back west disagreed with.[10] The faction works to find and archive technology and information located at major locations in the Capital Wasteland as well as strive to repair a large robot in the Citadel named Liberty Prime.

Aiding in the effort, a group of special Brotherhood forces known as Lyons' Pride is led by Elder Lyons' daughter, Sentinel Sarah Lyons. This group of paladins works to secure locations such as GNR building plaza. Another group, 2nd Monument Defense Detachment, guards the Washington Monument. A group of Brotherhood members who disagree with Elder Lyons' mission and decisions have broken off, now known as the Brotherhood Outcasts.[11][12]

Project Purity

In an effort to assist the local populace, one of the initiatives the Brotherhood is engaged in involves protecting scientists at the Jefferson Memorial as they attempt to activate a water purifier. The Enclave threatens the location, attempting to occupy the location and its technology, conflicting with the Brotherhood's initiative.

If successful in repelling the Enclave, the Brotherhood's Scribe Bigsley cooperates with the Rivet City Security Force led by Officer Lepelletier to distribute large quantities of purified water to various settlements including Megaton, Rivet City, Tenpenny Tower, Republic of Dave, Girdershade, Canterbury Commons, Temple of the Union, Arefu, Little Lamplight, Big Town and Oasis.

Publications

The Brotherhood of Steel is a neo-knightly order that rose from the ashes of the American military of the West Coast in the years following the devastation of 2077. The organization’s tenets include the eradication of mutants and worship of technology, and the Brotherhood has never been very keen on sharing their resources with their fellow Wastelanders (who they generally consider too ignorant and irresponsible to deserve such advanced technology).

The Brotherhood is generally beneficial to humanity, but they have their faults: They don’t care for mutants; they worship technology (and in many cases put it above human life); and they don’t like to share their choicest technological discoveries, despite the obvious benefits their technology could bring to the Wasteland. It’s commonly accepted within the Brotherhood that the people of the Wasteland are not responsible enough to use (and maintain) all of the technology the B.O.S. has at their disposal. They are known for trading some of their technologies with frontier communities and N.C.R. states, but they keep the more sensitive technologies to themselves.

Unlike the chivalrous knights of old, members of the Brotherhood are not interested in justice for the obviously weaker and less fortunate around them, but instead in keeping their secrecy and preserving and developing technology. Their motives are often unclear, and Brotherhood members are not people to be trifled with. The east coast contingent of the Brotherhood has “gone native” under the leadership of Elder Owyn Lyons. Lyons believes he has a responsibility to protect the people of the Capital Wasteland from the Super Mutant threat. His knights have forgone the mission to recover new technology, and instead acts as a kind of security force. Lyons runs operations from a stronghold christened the Citadel, a heavily defended structure built from the ruins of an ancient building known as “the Pentagon.”
Fallout 3 Official Game Guide/Faction profiles
Brotherhood forces are tough to take down (especially because your father has sided with them!), and you might wish to wait to battle them until they train you to wear Power Armor. Each fallen soldier (whether killed by you or not) holds a holotag, which can be traded for Caps if you find Scribe Jameson in the Citadel. If you’re interested in Energy Weapons, fire away!Fallout 3 Official Game Guide Wasteland Bestiary

  1. Lone Wanderer: "What is this place?"
Bael: "You're standing in front of the Citadel, headquarters to the Brotherhood of Steel. Capital Wasteland detachment."
    (Bael's dialogue)
  2. Lone Wanderer: "Who are you people?"
Anne Marie Morgan: "We call ourselves the Outcasts, and we collect technology to preserve it from tribals and idiot locals. And before you ask, we were cast out from that company of zeroes who call themselves Lyons' Brotherhood of Steel. Way we figure it, if traitors think we're too harsh in following orders, we're probably doing something right."
    (Anne Marie Morgan's dialogue)
  3. Lone Wanderer: "Why is that a sore subject?"
Scribe Rothchild: "Much has happened in the 23 years since we left the west coast. Our mission has changed in that time. The changes have not all been pleasant, and have had significant repercussions."
    (Scribe Rothchild's dialogue)
  4. Lone Wanderer: "So what's your long-term plan for dealing with the Brotherhood?"
Henry Casdin: "The Brotherhood came out here to recover technology from the eastern cities and bases. If Lyons won't do it, then we will. And when we resume contact with the Western Elders, Lyons is going to be put in his place. Even if that place is in front of a firing squad."
    (Henry Casdin's dialogue)
  5. Lone Wanderer: "What was the Scourge?"
Kodiak: "It was a Brotherhood operation. They marched in and swept the place clean. Most of the people there were half-mutated, cancerous, vile things. And these people... it was pure chaos there. The Scourge is the best thing that could have happened to it. This was way back, before the Citadel was fortified. Part of the early recon after the Brotherhood first arrived in this area. One night, a squad of Brothers led by Paladin Lyons swept into the city from over Mount Wash, tearing apart anyone who stood against them. They were completely outnumbered. And still they razed that place to the ground."
    (Kodiak's dialogue)
  6. Lone Wanderer: "How did you escape?"
Kodiak:"As they swept through, the Brotherhood policed up every non-mutie child they could find. Turns out, there weren't that many. Me and maybe twenty others. The younger we were, the less of a chance that we were mutated. It was ugly work, no doubt, but it had to be done. I'll never forget the sight of the Brotherhood of Steel breaching the breast of the mountain at dawn."
    (Kodiak's dialogue)
  7. Lone Wanderer: "How did you end up in the Brotherhood?"
Kodiak: "Now that's a story... The only reason I'm here is because of Elder Lyons. You see, I grew up in the Pitt. Don't suppose you've ever been there, huh? It's about 500 klicks to the northwest. Place is a nightmare -- three irradiated rivers coming together. People there were... not well. But the Brotherhood of Steel came down on the place with a righteous hammer. They called it "The Scourge.""
    (Kodiak's dialogue)
  8. Lone Wanderer: "What about the Brotherhood's history in this area?"
Scribe Jameson: "We first arrived in the Capital Wasteland in 2255. In those first couple of years, we discovered the Citadel, Super Mutants, and Project Purity! Ah, the purifier. What an undertaking. The work your father and his team did was... amazing. The Brotherhood helped protect them, you know. At least for a little while. But we were stretched thin as it was, even back then. We had to pull our forces out. When we did, the place was overrun. I imagine that's when your father left. I... I'm sorry, I wish things had turned out differently."
    (Scribe Jameson's dialogue)
  9. Lone Wanderer: "How long have you been here?"
Scribe Rothchild: It's been over twenty years since we arrived. And we've been struggling to contain and eradicate the Super Mutants for nearly as long. With the arrival of the Enclave, I have a terrible feeling the Super Mutants are the least of our worries. We arrived here in '55. Established ourselves in the Citadel within the first few months. The Elder has kept us busy since then."
    (Reginald Rothchild's dialogue)
  10. Lone Wanderer: "Why are you here in the Capital Wasteland?"
Elder Lyons: "Our orders were, and are, to acquire any and all advanced technology. And we have, to the best of our abilities. But when I realized the extent of the Super Mutant threat, I felt it was my responsibility to aid the people in their struggle against them. Unfortunately, my superiors back west disagree with my assessment of the situation. They feel I've grown too "attached" to the local populace. And they're right. In any event, the Enclave's arrival changes everything..."
    (Elder Lyons' dialogue)
  11. Lone Wanderer: "Tell me more about the Outcasts."
Scribe Bowditch: "It's a rather sad story, I'm afraid. Last year, some of our soldiers had grave disagreements with the decisions of Elder Lyons. Disagreements spiraled out of control, and there was a schism in the ranks. The loyal soldiers practically threw out the dissenters. Now they call themselves the Outcasts."
    (Bowditch's dialogue)
  12. Lone Wanderer: "What sort of disagreements did they have?"
Scribe Bowditch: "Where Elder Lyons has fought to protect the people of the Capital Wasteland, the Outcasts demanded we move on and leave them to their fates. They insisted there was more important technology to be recovered in a scientific base in the ruins of Fort Independence, to the West. As callous as their decision may be, it's more in line with our original mission. Elder Lyons is an inspiration to us, but to them he's a traitor."
    (Bowditch's dialogue)
