The Enclave is a remnant of America's pre-War government.[2][3]

Background

The Enclave was comprised of presidents, members of the Joint Chiefs, and prize-winning scientists.[4][5][6] Research initiatives of the entity included those centered on power armor, rocketry, and energy weapon prototypes.[7] During the Resource Wars, members of the Enclave made contingency plans in case of nuclear war, included securing installations such as the presidential oil rig and congressional bunker.[8][9][10] In March 2077, the president of the United States retreated to the oil rig, resulting in news outlets such as the Boston Bugle reporting the action "giving credence to the long-running rumors of a secret, militarized shadow government, known as the Enclave."[5][11]

Publications

In the recent past, the Enclave—the remains of the United States government—were evacuated to an oil rig off the coast of California. The Enclave is greatly diminished in power, yet has still managed to survive. Its influence stretches across the country, and there is still many hidden Enclave bunkers positioned throughout the Wasteland. This is the technologically advanced military force that the Enclave uses to carry out its operations in the Wasteland. They were, at one time, the most advanced fighting force on this planet with their soldiers in Power Armor wielding energy weapons. Led by President Dick Richardson and Vice President Daniel Bird, the Enclave contingent on the West Coast of the former United States established facilities in addition to the oil rig, such as the Camp Navarro military base.[12][13] With a limited range, vertibirds were able to refuel at the isolated Navarro location.[14][15] Enclave Control Company maintained perimeter defense of the facility and Enclave patrolmen cite Proposition 312 as justification to eliminate illegal aliens in the area.[16][17] Additional outposts were located throughout the former state of California.[18] Specialized units such as the Secret Service were tasked with protecting specific interests.[19][20][21] FO2

FO76 ERF Enclave Sign.png Enclave Appalachia During the Great War, government officials fled to the Appalachian bunker.[26] Those who were members of the Enclave were allowed entrance and those who were not were killed.[27] The military locked Enclave members out of their systems, and the bunker was unable to reach Raven Rock or Poseidon locations by radio.[28][29] Without the ability to contact the president or Raven Rock, the leadership of the Appalachian Enclave fell to the Secretary of Agriculture Thomas Eckhart after the death of the Secretaries of the Interior and Treasury.[30] FO76

Boston Police Rationing Site
The Remnants are a group of Enclave soldiers sent to Boston to find and kill a deserter named the Black Devil and retrieve their X-02 power armor. The soldiers eventually found wastelanders trying to summon the Black Devil at the Relay tower 0MC-810 and took one of them prisoner. The Enclave group takes the wastelander to the BADTFL regional office and interrogate him until they find the location of the Black Devil's X-02 power armor. FO4
Remnants end slide 01.png Enclave Remnants Mojave Wasteland While many of the Enclave traveled east to Raven Rock after the destruction of the Oil Rig,[31][Pub 1] others retreated to Camp Navarro.[32] The New California Republic launched an offensive on Navarro, causing the remnants to flee.[33] The group attempted to integrate unseen, avoiding bounty hunters and members of the NCR and Brotherhood of Steel who pursued them.[33][34] Eventually, the surviving members settled in and around the Mojave Wasteland, stashing their equipment in a hidden bunker that previously served as a refueling station.[35] FNV
