Wiggum is a character living in the Cathedral in Fallout.

Background

Wiggum is one of four psychics, the others being Gideon, Lucy, and Moore. He is kept behind a force field in the Master's lair beneath the Cathedral. He is one of the Master's failed experiments in trying to awaken psychic powers in humans, and suffers from mental disorder. Wiggum is wearing a psychic nullifier to suppress his powers, but smalls sparks of energy still flow over his body.
