General Victor Breckenridge was an officer in the U.S. Army in charge of shipments to Anchorage.
Background
Breckenridge was put in charge of the command forward depot in Oregon, overseeing shipments of equipment to the Anchorage front line. He fulfilled a supply request made by General Constantine Chase on September 11, 2077 to the best of his ability, also sending him a new overcoat, although the shipment was taken by the Zetan aliens and never reached its destination.[1]
