Jefferson is a location in Fallout Tactics, which can be reached from Bunker Gamma.
Background
After the Great War, the city of Jefferson became a staging ground for Super Mutants. They established a semi-permanent base, powered by several generators around town.[1]
Gameplay

After General Simon Barnaky is taken prisoner by Toccomatta, the Brotherhood of Steel sends a squad to Jefferson, believing a structure in to be a weapons manufacturing plant. After disabling the generators and killing Thelma, the Warrior discovers Erkal and the facilities true purpose.

You have two objectives to complete here, warrior. The first is to render all of these power generators permanently inoperative. Without power, their factory is useless. Your second objective is to force the mutants into a rout. If we can get them running, they'll lead us to either their main base or to General Barnaky.
