The following is based on Fallout: New Vegas unused content Gomorrah 3rd floor is an unused location in the Mojave Wasteland.
Layout
A third floor to the Gomorrah exists within the game, but its option in the elevator menu is disabled. This floor houses the non-penthouse rooms available at the Gomorrah, as well as a small janitorial room. There are no non-player characters on this floor and there is no notable loot.

The Gomorrah 3rd floor appears in the game files of Fallout: New Vegas.
Behind the scenes
When asked about the removal of the area, Joshua Sawyer stated, "Gomorrah, even as it shipped, was large and difficult to navigate. Several quests had to snake through that labyrinth and having additional levels actually detracted from the experience."[1] Sawyer spoke about this further during a charity live stream, saying that he told Akil Hooper to cut the third floor because Gomorrah was already too large in comparison to the amount of content that was implemented there.[2]
