Background
President Xin contested the United States' claim to the world's remaining oil reserves under the Pacific Ocean.[1] Xin claimed that a Chinese project to access the oil was scheduled to be completed before the U.S. equivalent, but experienced a series of accidents that delayed its completion.[1]
In response to the United States announcing their success, Xin released a statement that he had proof of U.S. sabotage on the Chinese oil platform and requested an international panel be appointed to investigate.[1]
