Leah de Silva was a high-ranking U.S. Army officer before the Great War.
Background
Flavia Stabo, a friend of Leah's grandmother, saw Leah as an honorable and dutiful woman. She sent Leah a package containing an interview with Gladys Filtcher under the guise of the Vigilant Citizen. She routed the package through Madeleine de Silva, to be delivered to Leah in the event of her death while investigating the Appalachian Treasure. Flavia eventually wanted Leah to publish the findings anonymously through her military contacts.[1]
