It is a Wattz Electronics Play-It-For-Me tape recorder. It plays and records the standard 30-minute high density Record-It-Once tapes.[1]
Location
This item is given to the Vault Dweller by Killian Darkwater, after an assassination attempt has been made on him. As Killian believes that local casino owner and reputed gangster Gizmo is behind the assassination attempt, the tape recorder is intended to get Gizmo's confession.
