Commander Devlin was an officer at the Hopeville Missile Base and served as Hopeville city treasurer, mentioned in the Fallout: New Vegas add-on Lonesome Road.[1]
Background
Stationed in the area which became known as the Divide, Devlin oversaw municipal and domestic operations of military personnel throughout the region, including funding management.[2] They instructed their direct reports to ignore war protestors so that General Wellesley could collect them for use at Big MT to "do some good for their country."[3] They denied requests for Water treatment plant funding and downplayed the severity of the earthquakes which occurred in the area.[4]
