Samuel Cooke is the original leader of the Powder Gangers' prisoner uprising, now operating with a small group of Escaped Convicts out of Vault 19 in the Mojave Wasteland in Fallout: New Vegas.

Background

Samuel Cooke considers the New California Republic to be a group of tyrants.[1] He disagrees with their expansion, commenting that the republic thinks it is entitled to annex all the land in the west.[2] He was imprisoned at the NCR Correctional Facility for blowing up caravans along I-15.[3]

In prison, Cooke was well behaved but together with a group of fellow inmates, prepared to escape by stashing small quantities of explosives and makeshift weapons.[4][5] When the NCR relocated a group of prison guards, he and his men broke out of the cell block, overwhelmed the remaining guards, and escaped. His group settled in Vault 19, which he considered safe from the NCR due to the surrounding wildlife.[6]

Cooke is interested in staying in the vault due to the sulfur deposits found there, which he wants to use to make bombs.[7] One member of his group, Philip Lem, wants to leave with and surrender to the NCR, but Cooke refuses.[8] Cooke is frustrated because this is confusing the group as a whole as to who is in charge.[9]

  • Why Can't We Be Friends?: After killing the fire geckos, Samuel will ask for help securing the Powder Gangers alliance with the Great Khans. If successful, the vault will be deserted once the Courier returns.

  • If the player character sides with Lem and blows up the caves, Cooke will curse the player character for their actions and eventually leaves the vault.
  • Killing Samuel Cooke will automatically turn all the Vault 19 convicts hostile, even if the kill is made stealthily with a silenced weapon or a planted explosive.
