Samson Arktos was the CEO of Arktos Pharma Company in Appalachia before the Great War.
Background
Samson managed to get clearance for aerosolizing testing of some of Arktos' experimental compounds even though lab trials had yet to be completed.[1]
Notes
An unused NPC exists in the game's files that was intended to be used as the speaker of a holotape narrated by Samson Arktos, labeled LC167_CEOSamsonArktos_VOICEONLY. An unused note, Heading out, also mentions Samson.
