Patrick the Celt is a character who appears in the Singer Random Encounter in Fallout.
Background
Described as wearing studded leather armor with an "odd assortment of knick-knacks,"[1] Patrick is a wanderer and is of Celtic origin and heritage.[2][3][4] He makes a living through performing music, as well as electrical and mechanical tinkering.[2][5] He previously assisted Junktown with the settlement's lights and showed the residents of Shady Sands better designs for their stoves.[5] He mostly sings old folk songs and Celtic music,[4] which includes "Na Gheala Mbeadh."[6]
Gameplay
Patrick provides info regarding Junktown, Necropolis, Shady Sands and The Hub, and is reactive towards events in the settlements. If either Killian Darkwater or Gizmo become the leaders of Junktown, his dialog will change to match; he calls Killian a "hard but fair man,"[7] and Gizmo a "gambling mogul and crime-lord."[8] If Aradesh is killed, he will mention his passing and being unsure if Shady Sands will survive without him.[9] If the Ghouls of Necropolis are killed by Super Mutants, he will state that it was overrun by an army of Super Mutants.[10]
With a successful Speech roll, the player can ask Patrick if he knows the song, "Na Gheala Mbeadh," which he will sing as the screen fades to black.[6] After the fade out ends, the message, "Patrick sings songs and the two of you reminisce for several hours. You feel invigorated." will show up, and the player's Charisma is permanently increased by 1. With an Intelligence higher than 5, the player can ask if Vault 12 in Necropolis might have parts for a Water Chip replacement, and will mention that he "wouldn't risk the ghouls."[11]
If encountered during night hours, a beer bottle will appear to the ground close to his fire. Using the Steal skill on the bottle will allow access to Patrick's inventory.

- ↑ 1.0 1.1 Jesse Heinig: "Seems kinda out of place, doesn't he? He's the descendant of an Americanized Celtic family who has a strong vibe to keep his "ethnic heritage" alive. To do so he maintains lineages of Celtic music, food, clothing—you name it. Never mind that who knows if England still exists at all... among other things, he's a storyteller and a collector of history. While telling tales of the rest of the world was really outside the scope of the game (and it would've been really boring for the player to wade through pages of history-through-a-Celtic-lens), his expertise meant that he could rub off a little on the character in matters of jokes, tale-telling and singing—the sorts of things that help with Charisma."
