Jeremiah was a member of the Free States.
Background
He survived the Great War by hiding in his bunker, and emerged after Raleigh Clay gave the Free States all-clear signal. Seeing what had happened to the Mire, he believed that it was the work of government experimentation using the Resource Wars as a cover up. Later, he detected a strange transmission on his radio, and took it to mean that the government had found his location. He chose to pack up and flee west over the Savage Divide to hide somewhere, potentially at his old moonshine shack.[1]
