“Hold up there. First time in Goodneighbor? Can't go walking around without insurance.”
Finn is a thug living in Goodneighbor in Fallout 4. He approaches the Sole Survivor when they first enter the town.
Background
Finn operates an "insurance" scam in Goodneighbor, extorting newcomers who visit the town out of their belongings and threatening that "accidents start happenin'" if they refuse.[1] He dislikes outsiders, believing that Hancock allows them to walk all over the town's residents.[2] He also helps defend Goodneighbor from Super Mutant attacks.[3]

- Upon first entering Goodneighbor, Finn will approach and extort the Sole Survivor to pay an "insurance fee," otherwise "accidents" may happen. The Sole Survivor can listen to him, threaten him or kill him.
- If Nick Valentine is traveling as a companion, new dialogue options will appear, with Finn remarking about the player being "Valentine's new dick-in-training".

Notes
- Finn's event is entirely scripted and he will always be killed. If the dialogue continues, Hancock will confront Finn, telling him to stop with the "extortion crap" and to let the player go. Finn will call Hancock a "soft" mayor that lets "outsiders walk all over [them], at which point Hancock will stab and kill him. If the player instead kills Finn, Hancock will garner an impressed response, liking a "show of dominance".
- Script notes in Hancock's dialogue refer to Finn as "Sawyer."[4]
