Doctor Julius Banfield[Pub 1] works at the Wellness Clinic inside Tenpenny Tower in Fallout 3.
Background
Banfield earns his living by charging his patients for their ailments.[1] He has developed a thesis, according to which all Ghouls eventually turn feral, without a hope for a cure.[2] While he is hesitant to allow ghouls admittance to Tenpenny Tower as residents,[3] he also sees it as an opportunity for in-depth studies of ghoul physiology.[4]

“Banfield spends most of his days in the Wellness Center, tending to any patients who may stop in. He takes a break at noon to eat lunch at the Cafe Beau Monde and sometimes pops into the Federalist Lounge for a drink.
