Carlitos is a former member of the Omertas hiding out in Vault 21 in Fallout: New Vegas.
Background
Almost broke and hiding from his past,[1][2] Carlitos used to have it all but has since gone through some hardships.[3] He used to call the Gomorrah his home and the Omertas his family.[4]
After he met Joana at the Atomic Wrangler Casino and fell in love with her, he moved her to the Gomorrah, where he was double-crossed by Cachino.[5][6] Cachino then denounced him to the Omerta bosses Big Sal and Nero,[7] and members of the family have been looking for him ever since.[8]
Carlitos is hiding out in the Vault 21 hotel as a guest of Sarah Weintraub. He can be typically found in the hotel's diner sitting at a back table or in one of the back rooms.

Courier: "If Vault 21 is your 'bottom of the barrel' then I'd say you could've done worse. "
Carlitos: "Yeah, I could've ended buried in the sands with just my head sticking out. Ants love that - a riot, know what I mean? This place has come a long way. Sarah takes care of it and she lets me stay, for now."

Carlitos: "He's a cunning bastard, Cachino. Told Nero and Big Sal he caught me spring cleaning my tributes to the family - can't do nothing against that viper."
