Background
Doctor Morley was working to reduce the Novasurge's weight and ammunition consumption, while making it stronger.[1] Incidentally, Dr. Morley was also involved in Quaere Verum's attempt to expose the vast conspiracy of America's Enclave, posing as a double-agent and allowing the group to steal the Novasurge prototype before prompting Enclave agents to exterminate the group.[2]
